| This paper analyses peasants’ satisfaction degree of Hengxian by using the data fromHengxian region. It introduces NCMS’ running state as well as its problem existing and alsoanalyses factors that affecting peasants’ NCMS satisfaction degree. The paper puts forwardsome policy suggestion according to the result.This paper firstly does a qualitative research about the present situation of NCMS inHengxian. And it was found that Hengxian makes a medium outcome, comparing to othercounties in Guangxi Province, and has more complete medical facilities. Reimbursementpolicies in Hengxian are considerate and the system runs very well. Information proceeding inthe system is in high effection and supervision is strict. While there still exists someundesirable and lawless phenomenon, such as cheating NCMS capital by counterfeitingNCMS participants, embezzling NCMS capital lawlessly, medical arbitrary charges. SecondlyIT statistically describes peasants’ individual characters, household characters, acquaintancewith NCMS, satisfaction judge and loyalty to NCMS. It comes out that most peasants aremedium-outcome or better. The top outlay of NCMS peasants would like to bear exists twopeaks–one is120~150yuan per person and one is180~200yuan per person. The averagedistance from peasants’ house to nearest hospitals is a30minutes’ ride by motorcycle. Only afew peasants are farther than30minutes’ ride. And54.4%of the interviewees expressed that medicalcondition of the clinic was some kind of improving recent years. Thirdly this paper analysesfactors that affecting peasants’ satisfaction with NCMS, based on data of rural region inHengxian. The analysis uses the ordinal logistic regression model, which is suit for the ordinaldata. As a result, peasants’ education level, whether or not Chinese communist party member,top outlay would like to bear, judge that if there is or not “Serious Illness salvationâ€, generalreimbursement percent obviously affect their satisfaction degree. It was found in the resultthat the higher the peasant’s education level, the lower the peasant’s satisfaction. A peasant who is a party member is more satisfied with NCMS than a peasant who is not. The higher thetop outlay of NCMS peasants would like to bear, the more satisfaction they gain. Peasantswho realize there is “Serious Illness Salvation†in the local place are more pleased withNCMS. It makes it obvious that how “Serious Illness Salvation†is important to the peasants.With no “Serious Illness Salvation†policy, NCMS cannot approach its destination. Theanalysis also shows that with larger reimbursement coverage, peasants become more satisfiedwith NCMS. In addition, the higher the general reimbursement percent the peasant get, themore pleased the peasant is with NCMS. This can be explained for commercial medicalinsurance’s positive spillover benefits. Finally this paper proposes some policy suggestionbased on the research. It advocates that government should pay more attention to NCMS andbroaden NCMS capital source ways. Management and supervision of NCMS system must beenhanced. Improving the convenience and flexibility of the system and consummating ruralbasic facility and medical condition are very necessary. Moreover, government helps gainpeasants’ income is another effective way to defend against medical dangers.The analysis is very particular. It reflects local peasants’ satisfaction with NCMS, andpoints out that the result is different from other researches, which is significant to NCMSpolicy improving in the local place. |
