Logistics industry is the integration of transportation, warehousing, freight forwarder and information services industry, of which occupies a strategic position in the national economy. Logistics park is an effective carrier of modern logistics industry, which plays an important role in promoting regional economic development, reducing logistics costs, optimizing the layout of the city, improving the environment. The central government of China put the logistics park as the revitalization of the logistics industry which is one of the nine projects across the country. There are lots of logistics parks throughout the whole country. Of the logistics parks, on the one hand there are many successful stories, and on the other hand there have been a large number of blind constructions which is a huge waste of resources. Therefore, it is important in theoretical and practical significance that how to enhance research and how to guide logistics park development practices.This thesis analyzes the situation of China’s construction of logistics park development and the existing problems. Meanwhile, the thesis sorts out logistics park construction research and progress made by the scholars home and abroad. It aims at the typically ntegrated logistics park in the center city and integrated logistics park central city development and development mode selection and financing issues as the research content. The thesis takes the transport and logistics park in Ningxia for example and carry out the research on integrated logistics park development model and financing method. This thesis summarizes the logistics park nature, characteristics and classification, the project division theory, game theory and modern finance theory in order to provide theoretical basis to further research and study; analyses integrated logistics park central city functions, features and profit model, integrated logistics park stakeholders and their two governments and stakeholders to pursue business interests; points out the main selection principle proposed integrated logistics park by making use of fuzzy AHP to build park development mode selection evaluation model; evaluates and makes choice of the three models which is "government-led development, business-led development guided by the government, enterprise self-development" combined with the actual project and decides a relatively suitable development model which is business-led development guided by the government for integrated logistics park; based on this, makes research on the model that business-led development guided by the government and carries out diversified financing methods proposed logistics park and makes full combination of the fuzzy evaluation method and AHP to construct a different mode of financing efficiency and evaluation model for urban centers integrated logistics park and provides theoretical guidance. As a result, it shows that for the transport and logistics parks in Ningxia, business-led development guided by the government model is relatively more fit, more scientific, more comprehensive. To the financing of the transport logistics park located in Ningxia considering the background, function and the objectives and requirements of the central city of integrated logistics park should be diversified financing, which should give priority to government grants and then investments in corporate equity financing, bank loans, trust loans, finance leases and so on. In the specific implementation process we should design the scientific financing options based on the actual circumstances.
