The Study Of Tax Issues Related To Wenzhou Financial Reform

The folk finance developed, private capital is active, folk loan has been one of the main characteristics of the Wenzhou pattern. Since2010the country began to tighten the money supply, monetary policy tightening, folk lending sequelae are appearing constantly, economic and financial problems step by step fermentation, such as part of the small and medium-sized enterprise capital chain rupture, the closure of some enterprises and even the emergence of entrepreneurs "run away" event. After the set up of pilot financial reform zone in Wenzhou, related tax issues are emerging onto the surface with the deepening of reform.On the basis of the causes, main task and progress of Wenzhou financial reform, this paper sorts the relevant tax policies, summarizes and analyzes the existing tax problems related to5areas, such as private loans, private financial institutions, private capital flows, private enterprise development and small enterprises and agriculture loans. The paper explains that effectively sorting out these problems are not only important for the progress of financial reform, but also of great significance to improve our country’s finical system and develop the real economy. The paper pointes out that we must adhere to the principles of law, orientation, innovation and adaptability to solve these problems. Finally, the paper suggests some solutions to these problems such as bring the private loans into the open..It is not a long time since the research of financial innovation and tax issues was started in China. Most research efforts and theoretical studies are focused on qualitative analysis. The theory which can promote comprehensive financial reform in China still remained scarce. This paper analyzes and proposes solutions to the tax problems in Wenzhou comprehensive financial reform, and provides practical samples for tax reform.
