Analysis On The Operation Problems And Countermeasures Of Unemployment Insurance Expansion Policy In Wenzhou

As the main part of a social security system,unemployment insurance system is a livelihood project concerned by the people and one of the important contents of establishing and perfecting the social security system.In 2020,in novel coronavirus pneumonia,the unemployment risk was brought to the forefront,and the function of the unemployment insurance system was fully exploited.The state issued the policy of expanding the coverage of unemployment insurance for the first time,safeguarding the basic life of the unemployed and encouraging re employment.The expansion policy of unemployment insurance has expanded the coverage time,object and content of the unemployment insurance system.Studying the problems in the operation of the policy in Wenzhou,finding the reasons and putting forward corresponding countermeasures will help to optimize the unemployment insurance system,improve the social insurance system,promote the healthy development of Wenzhou economy,and lay a good foundation for building a harmonious society.This paper uses the methods of literature research,comparative research and field research to study the operation status of the expansion policy of unemployment insurance in Wenzhou,and analyzes the problems existing in the operation of the expansion policy of unemployment insurance in Wenzhou,mainly including: low participation rate of unemployment insurance,unreasonable treatment and payment standards,frequent illegal receipt of unemployment insurance benefits The service efficiency of agencies is not ideal,and the support capacity of unemployment insurance fund is declining.In view of the above problems,this paper analyzes the causes and puts forward some suggestions to improve the operation of the policy.The author believes that we should absorb multiple subjects to participate in unemployment insurance and improve the coverage of the expansion policy;Optimize the payment of unemployment insurance benefits and rationalize the payment standards;Improve the information system of social security business and optimize information service technology;Adjust the expenditure structure of unemployment insurance fund and improve the support capacity of unemployment insurance;Improve the service efficiency of the handling agency and the operation of the leak detection and vacancy filling policy;Strengthening the construction of social insurance credit system and strengthening credit constraints and incentives can promote Wenzhou to establish and improve the unemployment insurance system and give play to the three important roles of unemployment insurance in ensuring life,preventing unemployment and promoting employment.
