In an increasingly competitive market environment, enterprises are faced with complexity and uncertainty. The increasing competition in the market requires companies to continuously improve their ability to provide personalized products and services. Meanwhile, the upgrading of technology promotes the "Time-Based Competition, TBC" as a strategic management theory, which wins more and more attention in practice. Compared with the past, to seek survival and development, the enterprises always adopt different strategies to cope with change or crisis. However, existing research prove that there are uncertainty between competitive strategy and organizational performance, not all of the enterprises which adopt time-based strategies have been successful. The reason why some businesses fail is because of its use of the wrong time base competitive strategy, and they can not effectively assess the situation. Based on this, from the perspective of organizational improvisation ability, we study the relationship between time-base Competitive Strategy and organizational performance and further analysis the regulated function of organizational improvisation ability between time-base Competitive Strategy and organizational performance, its conclusions will provide a certain reference value for theorists and academia.In this paper, on the basis of existing research results from the nature of time-base competition strategy and the improvisation ability, we construct the time-base competition strategy theoretical model. When it comes to the research ideas, we follow the theory-model-empirical specification paradigm, and the focus is based on the following three aspects:Why study time-base competition strategy? What is the relationship between the time-based competitive strategy internal mechanism and organizational performance? What role dose organizational improvisational ability play in the above relationships? In order to explore the answers to these questions, the work is as follows:Firstly, in reference to a number of text documents, we make in-depth analysis to study the concept of time management and time-base theory of competitive strategy and study the time-base structure and competitive strategy inherent mechanism; Secondly, we come up with the time-base competition strategy, organizational improvisation capacity and organizational performance theoretical model, and propose a series of research hypotheses; Finally, on the basis of a large sample survey methods, we collect the198valid data of enterprises, with SPSS17.0, the use of statistical methods such as regression analysis to explore the organizational improvisation ability’s effect on "time-base competition strategy and organizational performance", and prove the proposed research hypotheses. Based on the above work, the conclusions of the study are as follows:(1) Time-based competition strategy has a positive effect on organizational performance. Based on the theory of competitive strategy, time-based competition strategy can be divided into two kinds:Time cultures and time pressures. Time culture is a prerequisite for the time-based competition factor, which can identify the complex environment, on the other hand, it can determine the direction of corporate change, reflecting the time-based competitive strategy’s characteristics of punctuality and accuracy; time pressure, as an important part of time-based competition strategy, influencing the organization staff productivity and enthusiasm degree of the staff, povide psychological support and guarantee competitive strategy for the time-based competition strategies, it is the premise and foundation of time-based competition strategies.(2) Organizational improvisational ability plays a positive regulatory role on the relationship between time-based competition strategy and organizational performance". This article divides the organizational improvisation into three parts: immediate response capability, intent and use of existing resources, these three elements fit nicely for speed, creativity and understanding of the use of resources in organization. However, this assumption about the role of regulation is not completely established, which indicates that organizational improvisation ability plays a partly regulatory role on the relationship between time-based competition strategy and organizational performance, which requires managers to pay attention to organizational improvisation ability in the process of achieving organizational performance. Though time-based competition strategy has a positive influence on organizational performance, but inappropriate use of organizational improvisation capacity will reduce organizational performance.(3) Enterprises should attach great importance to the time-based competition strategy. This paper is based on subjective competitive aspects to explain the competitive strategies, but practice shows that in addition to the time cultural and time pressures, other aspects of time can also affect the enterprise to achieve high performance. Time-based competitive strategy in timing and time compression will be in varied degrees to affect organizational performance. Therefore, it is an important direction for future research to regard time as an independent variable, so study the complexity of the mechanism which is based on the time-based competitive strategy.
