In the case of global shipbuilding downturn and high crisis, it is necessary to enhance R&D strength for SWS institute which needs to accomplish strategy transfer. How to stimulate more creativity in order to produce higher value is very important for optimization current salary mechanism. The paper analyzed salary inspiring situation, combined with employees’practice characteristic, advanced to occupation development channels which is suitable their development, and analyzed the channels performance and application. Based on the channels contents, it advances broad band salary mechanism, emphasizes on the salary mechanism plan, advantages and implementary meanings. Meanwhile, SWS institute should note:In order to increase employees’ belonging sense and R&D ability, increase institute achievement, SWS institute not only obey some ensuring mechanism, note high efficiency combination for occupation development channels with salary mechanism plan, but also make the salary mechanism open transparency to all the employees.
