Also, it introduced the meaning、characteristic and influence factors of cost control; Thirdly, the paper discussed the problems that existed in China’s real estate cost control, and analyzed the reason for the existence of the problems, which laid the foundation for the following settling problems; Forthly, the paper summarized the real estate cost control theory, and then discussed target cost control from the aspect of function, basic principle and control process; Fively, On the basis of target cost control, according to real estate development process, it established a practical cost control measures from the whole development process of pre-planning, design, biding, construction, completion settlement and sale, providing strong safeguard for the real estate cost control; Finally, taking Wan Guocheng MOMA(Changsha) project as an example, the paper further analyzed and explained the previous contents combined with the practical engineering.
