With the rapid development of the national economy, power supplyenterprises which is related to the national economic lifeline, people’s livelihoodand national energy security, are now facing a better development opportunity,while the human resource play an more important role in the power supplyenterprises. Decision is the key link of management work; Meanwhile the humanresources strategy is the core of the enterprise strategy, so the correct decision ofhuman resources strategy is the important guarantee to do a good job in thehuman resource management work and to realize the enterprise strategy. Atpresent, most of the power supply enterprises make decisions according to thedecision makers’ experience which lacks rigorous theoretical basis, and in factthe mathematical methods for human resource strategic decision are less. Thisdissertation by using the grey theory which is characterized with poorinformation and small sample, combined with the requirements of humanresource strategic in power supply enterprises, will construct a human resourcestrategy decision base model of the power supply enterprises based on thecombination of the qualitative and quantitative. This model provides a workablemethod to make a better decision of the human resources strategy in the powersupply enterprises, and the study results of the dissertation provide scientificbasis for human resource decision-making work in the power supply enterprises,whicn has important significance for power supply enterprises to support thedevelopment of the national economy.This dissertation takes the power supply enterprises as the research object,and constructs the based model of the human resources strategy by using themethods of multi-objective intelligent weighted grey target decision and grey correlation decision. Then it establishes the key factors system of the humanresource in power supply enterprises based on the internal and externalenvironment analysis by using grey related analysis.On this basis, analysis human resource’s advantages, disadvantages,opportunities and threats by using IFE internal factor evaluation matrix and EFEexternal factor evaluation matrix, and applies the swot analysis to make humanresource strategic alternative goals and human resource strategic alternativemeasures. Based on the application of human resource strategic decision theorymodel, which determine human resource strategic objective conditions andapplication of human resource strategic decision theory model to determinehuman resource strategic countermeasures, the paper forming the power supplyenterprises’ human resource strategic objective decision model and humanresource strategy decision model. Lastly, this paper takes W power supplycompany as an example to proving the human resource strategic decision theorymodel is scientific and operability.
