With the rapid development of our economy and power system reform ofmarketization, the power supply enterprise to rise ceaselessly, the growing competitionbetween enterprises. The competition in the21st century, in the final analysis is talentscompetition, human resources as the important resources business activity, more andmore get the attention of enterprise managers. Human resource planning is a kind offocusing on for the future of an enterprise to manufacture management activity,pre-prepared manpower, sustained and systematically analyzing enterprises in thecondition of changing to human resource needs, developing formulate long-term benefitswith enterprise organization adapt to the strategic planning. Through establishingscientific and effective human resource planning, help enterprise to adapt to changes inthe organizational environment to realize the technology unceasing renewal, guaranteethe realization of organizational goals, is the enterprise in the development process facesa challenge.The paper firstly expounds the theory of human resources planning production andthe development process, human resource planning and enterprise development strategy,and the relationship of the domestic and foreign human resource planning developmentand application are briefly reviewed, and points out that in order to promote the rapiddevelopment of the power supply enterprise, the necessity of implementing humanresource planning, and on this basis raises this research topic. Secondly combed thehuman resource planning related theory knowledge, then, in clear the developmentstrategy of PSB in XX, under the premise of the internal and external environment forenterprises, and makes an investigation and analysis, comprehensive analysis of SWOTanalysis of the current situation of human resource, PSB in XX, and found out theenterprise in the human resources management problems. Nextly, according to thedevelopment strategy of PSB in XX, total control and target, adopt scientific method forXX power supply bureau of the next few years total need compensatory human resourcesand various types of number of employees, work out enterprise human resourcesplanning scheme. At last, from staffing and development, education training for XXaspects of PSB security human resource planning implementation to provide reasonableSuggestions, has certain practical value.
