| Since the China’s reform and opening up, the civil aviation transportation industry in our country have got the very fast development, and its proportion in the comprehensive transportation system has increased more and more, just because of its characteristics, safe, comfortable and fast. In these years, under the overall planning and management of CAAC, the civil aviation transportation enterprises try their best to improve the service quality, reduce the operating cost; it makes the price of flight becoming cheaper than before. So, more and more enterprises and individuals would like to choose the air transport to finish their travel, especially in remote transport, business travel, tourism, logistics industry which emerges in recent years and so on. At the same time, China’s civil aviation transportation enterprises have taken the important position in the international civil aviation organization in the world. In2012, there were2airlines in our country in the top10of The World Airlines Comprehensive Rank. And in the same year, there were2our country’s airports in the top10of The World Airports Comprehensive Rank. With the development of civil aviation transportation enterprises in our country, the safety of civil aviation transportation gets more and more attention by the society. Even though it has been proved the air transport is safer than the other kinds of transport mode by a series of data and the research conclusion, the terrible result, bad social influence, and serious international response of the air transport accident will take more attention than the water transport and road transport mode."Safe Operation" has been thought as the first condition of China’s civil aviation transportation. Since the establishment of "CAAC", the staffs of CAAC do their best in order to achieve the goal. Over the years, China’s civil aviation authority, airlines and the other aviation companies paid more attention on the management system and the technology of aviation safety management, but the establishment of the safety culture and theoretical has been at exploration stage, until the Chinese Communist Party established the theory called "Scientific Development". The Scientific Development provides the new thought and creates the new situation for China’s civil aviation safety management. Under the guidance of Scientific Development, CAAC formally puts forward "Continuable Safety" theory in2008by analyzing the China’s civil aviation development, summarizing the success or failure of China’s civil aviation safety management, and take example by the experience of the foreign civil aviation safety management. It marks a new stage of China’s civil aviation safety management is coming.In fact, the "Continuable Safety" theory comes from the "Scientific Development" theory. It’s a specific embodiment of the "Scientific Development" in civil aviation transportation industry. For example, at first, the core of this theory still emphasizes the "people-oriented", the important value of "people" in the civil aviation safety management. On the one hand, it means in the civil aviation safety management, the operation of each person and position is very important; On the other hand, it means emphasizing the safety of people’s life and property in the civil aviation operation process, is the basic principles on "people-oriented". The second, the civil aviation industry is a large and complex system, includes a lot of departments and processes. Aviation transportation safety system consists of multiple subsystems; they form a chain of the safe operation. Any part of the chain has a problem will make a mistake, even a disaster. Therefore, if we want to ensure the "Continuable Safety", we must to follow the basic requirements, keep the comprehensiveness and balance. That means we can not simply focus on a department or process to achieve security objectives, but the comprehensive safety management process. We should coordinate the relationship between staff and operation environment, airlines and airports, air traffic control department and airlines. The third, in the China’s civil aviation system, most of the departments and institutions are for-profit enterprises. As a for-profit enterprise, its purpose is to maximize the profit of the operation. But because of the constraints of this industry’s characteristic, the safety is always the priority of these enterprises. Therefore how to balance the enterprise’s benefit and safe operation is the important factor that must be considered. The fourth, the civil aviation safety management always follow the dialectics and the objective law of things, it admits the objectivity of mistake, admits that there is no absolute safety on the one hand; And on the other hand, it thinks that there is no contradictory between admitting the objective existence of mistakes and emphasizing person’s initiative sprit and enterprising spirit. If the people keep enhancing their safety consciousness, setting up the necessary preventive, improving the safety management work, improving the environment of operation, it would to reduce the risk of flight and make the operation under the control. So even if under the influence of uncontrollable factors, the probability of accident will be decreased, the cycle of the accident will be extended, safety level will be increased gradually, and the civil aviation transportation’s "Continuable Safety" will get the guarantee.In this paper, I will use the method of historical analysis and empirical analysis, the theory of "Scientific Development" to review and analyze the history and the situation of China’s civil aviation safety management. At the same time, I will combine with the experience of foreign air transport safety management and the basic requirement of China’s civil aviation "Continuable Safety" theory to explain how to improve the quality of China’s civil aviation safety management to ensure the safety and development of the air transport under the guidance of "Scientific Development" theory. |
