Research On Civil Aviation Safety Management

As one of the three major airlines of China, China Eastern Airlines shows a developing way of revolution and innovation while tackling tough. At present, it operates50overseas offices and11branches all over the world, and holds shares of24exclusively-invested and holding subsidiaries including Shanghai Airlines, China Eastern Yunnan Airlines, China Cargo Airlines Co., Ltd and China United Airlines, etc. With a fleet of more than400large and medium-sized aircrafts operating averagely less than seven years, China Eastern serves over70million travelers every year and ranks the world’s top5in terms of passenger transportation volume. As a member of SkyTeam, China Eastern has extended its flight network from Shanghai, the core hub, to983destinations in178countries via close cooperation with SkyTeam member airlines.Following the concept of "respect to customers with heart-to-heart service", China Eastern strives to become a world-class aviation service integrator that is "cherished by staff, preferred by customers, satisfied by shareholders and trusted by society".Nowadays, the systematic safety management is the highest level of aviation safety management. Since2009, China Eastern has achieved remarkable developments with a brand-new image, being rewarded "Five-Star Flight Safety Award" by CAAC. However, China Eastern Airlines is now in an important period of transformation and development, during which the safe operation is greatly pressurized by fleet expansion and faster introduction of aircrafts. Under the circumstances of substantially increasing gross flights year by year, how to ensure safe flight is the eternal theme and solemn mission. Therefore, what the multi-layered security protection needs are a unified security policy and new techniques.Referred by the development of Flight Department of China Eastern and combined with the characteristics of aviation safety management, this article firstly makes an overview of relevant civil aviation safety theory based on systematic theory of application safety objective management and management science. Secondly, it points out factors that affect aviation safety, and emphasizes that the informatization of safety management is the general trend through analyzing safety management examples of outstanding foreign airlines and exploring the trend of civil aviation safety development. Subsequently, based upon flight data and safety management surveys, the article, combined with typical cases, expands on the current status of safety management of Flight Department of China Eastern and comprehensively resolves the present problems of the safety management via different aspects. Finally, according to the situation in recent years, theoretical, practical and operable countermeasures are proposed on the basis of advanced safety management strategy, proactive and predictive approach, expecting that they will act in flight operations from the origin or starting point in the vicinity of the actual bias.Through the implementation of research, we hope the safety management and risk management can be improved along with promoting scientific and safe development of civil aviation.
