The Research On Hainan MSA Financial Risk Management

As maritime cause of rapid development, to identify and strengthen the public finance system of Hainan MSA, financial risk management, to improve the financial management system, has clear management, improve employee risk awareness, particularly necessary to prevent misconduct.This study uses the literature review, the theory of public finance, risk management theory, financial risk assessment theory and related theory. Closely combines the actual conditions of Hainan MSA, analysis of the maritime safety administration of the public finances. To conduct questionnaire investigation and study, through analysis of survey data, to understand the Hainan MSA, financial risk management status, risk problems of financial management in the process of mining, analyze its influence factors. This study states the environment of financial risk management system to proceed Hainan MSA of financial risk identification, analysis and evaluation. Through screening the MSA of risks exist in the process of financial management, deeply analyze the causes of risks, and from the accounting and related personnel quality, internal control system, budget management mode, financial risk early warning system for Hainan MSA financial risk prevention and control of some specific measures are put forward. Research shows that the maritime safety administration in the examination and approval, submit an expense account, spending, charges, infrastructure, there is the possibility of financial risk is bigger, there are a few worker financial risk consciousness, is the source of risk and the key link of examination and approval; Maritime safety administration in the financial condition, cash management, budget management, and other aspects of the risk of mild in the procurement, engineering construction, law enforcement charges, asset management, and other aspects of the risk of early warning and risk there is high risk in the typical events. This research mainly adopts questionnaire investigation and quantitative analysis, case study method, literature research and the research methods.
