Study On Evaluation And Promotion Measures Of Financial Ecological Environment Quality In Hainan Province

Zhou Xiaochuan, minister of the People’s Bank of China, proposed the concept of financial ecology first in2004, to study the issue with financial development in China by ecological theory. After this, the domestic scholars have conducted intensive studies in this area. Financial ecological environment refers to the impact of financial sector development of the external environment, including the economic environment, legal environment, credit environment, policy environment, and social security. The factors of financial ecological environment of an area interact each other and affect the financial industry. The financial industry is the core of modern economy, which is directly related to the economic health of the region’s ability to steady and rapid development. Favorable financial environment not only can promote the rapid development of the financial sector, but also can create "money depression" to attract more investment, and promote the region’s economic progress.In2010, the International Tourist Island construction in Hainan has become a national strategy. This is a very good opportunity. Improving the financial environment of Hainan Province can create a good environment for development, but also can attract a lot of money to construct the International Tourist Island. Therefore, the establishment of financial ecological environment evaluation system to analyze the advantages and disadvantages of Hainan financial environment, not only to propose reference proposal to improve the financial ecological environment of Hainan, but also can fill in the blanks related research.In this article, firstly, summarize research point of view of domestic and foreign scholars, including the theoretical basis of the financial environment, the concept of form factors, mechanism of action and the evaluation of other parts of the regional financial ecological environment, etc. and describe the status of the financial industry in Hainan Province and financial ecological environment. After that, according to the financial ecological environment evaluation system established to collect the relevant data in Hainan Province from2000to2012, using factor analysis of the financial environment in Hainan Province in recent years to conduct a longitudinal comparison, as well as in2011the country’s31provincial-level administrative financial ecological environment units horizontal comparison, analysis of financial advantages and lack of Hainan ecological environment. Finally, based on the theoretical analysis, combined with Hainan own characteristics, proposed to improve the financial environment of Hainan Province, Hainan policy recommendations to promote economic development.
