Optimal Design On Department Performance Management System

Abstact:As a part of performance management system, department performance plays a key role in deciding the success or failure of a company’s performance management. Based on the fundamental theory and method of performance management system, this article is aiming at the problems that existing in ZELC’s department performance management system, set up an appropriate management and index system according to the company development strategy.First of all, an overview of domestic and foreign performance management system were mentioned at the beginning, discussing the two different concepts on performance management process, and the way to establish a department performance management system in accordance with the theories and methods. then gave the research methods and technical route.Secondly, a general introduction on ZELC, analyzed the company’s current problems in department performance management through the survey and interview result. By understanding target management and the balance scorecard theory, this paper optimized the department performance management system, designed a complete process for performance management system, including performance plans, implementation, evaluation, communication and feedback and so on. Furthermore, combine the reality of the performance management, innovated the scope of balance scorecard usage, constructed the indicators system which consist of management index, economic indicators, services and team building.Last but not least, summarized the main achievements on system construction, evaluate the operation of the system and concluded the experience on designing the department performance management system, also gave suggestion on management.
