| The paper conducted research on a large scientific and technological stated-owned enterprise named Changsha KY Research Institute, by using the method of questionnaire survey, historical documents, based on performance management philosophy, through in-depth analysis on performance management status of the research group leader, identified the deficiencies, which completed design optimization by using BSC, KPI, AHP management tool, The performance management process optimized from performance plan, process control, performance evaluation, performance feedback, applications of performance evaluation outcomes, in the end, the author also introduces and evaluates the status of implementation of optimized performance management。Through the performance management optimization and implementation of Changsha KY Research Institute, strategic guiding role of the institute is obvious, the performance indicator system becomes more scientific and processes becomes more reasonable, the research group leader’s identification of performance management also improves obviously. Besides, the author makes the following conclusions:Firstly, the optimization of performance management is a systematic work, which needs comprehensive improvements of performance planã€process controlã€performance evaluation. Secondly, Communication has a significance meaning to performance management, the process is full of continous communication.
