With the foreign bank swarm into china, competition is increasingly intense. HumanResource Management has already become the key that the commercial bank won thecompetition advantage and realized the value-added of assets continuously, the condition andeffect of HRM influence the economic benefits and development of the commercial bankgreatly. As the important part of human resource management, creating a comprehensivePosition Management System will play an important role in standardization of businessmanagement.By long-term influence on planned economy, traditional personnel management ofadministrative system is still used in NY bank. The management idea of human resources islagged behind, developed with the management level relatively low. Although NY bank jointstock system reform in2009, a great deal of questions is also existed in orchestrationpositions responsibility and management mechanism. So NY bank has urgent need toestablish an scientific human resource position management.Firstly, this paper discussed some theories of position management, and analysed thePosition of Management System situations of Heilongjiang NY bank. And identified theproblems and causes of human resource position management; Then, proposed the thinkingsand substances based on the basic objective of position management system; At last, thispaper introduced the operating process of position management system and chose adepartment as an example to expound and analyse it, then the thesis induces the possiblesecurity measurement and the problems which should be paid attention to in operation.
