With the rapid development of national economy in our country and the world closereconomic ties, the competition in construction industry is increasingly cutthroat. Ofconstruction companies in China to the development, and puts forward the new requirements.Transformation of the mode of enterprise development and correct management concept, setup to meet the requirements of times development strategy plan, has become a majorconstruction company’s top priority.Paper first introduces the specific situations of China railway19bureau, based on theinvestigation to the19innings group, on the19th bureau of the development of the macroenvironment, industry environment and internal environment are analyzed, summarized theoverall superiority of19innings and the overall situation of the construction industry.Furthermore, in combination with internal and external environment for the development ofthe19th bureau has carried on the SWOT analysis,19innings group which affect factorsdevelop strategy planning.
