With the perfection of socialist market economy system and the rapid process of globalization, the market competition of construction industry is becoming fiercer. China Railway21st Bureau Group co., Ltd. seizes the opportunity to be the main force of China’s construction market. In recent years, major construction companies change their management philosophy and continue to narrow the gap among them. As a result, the existing market structure has changed. This article discusses the development strategy of China Railway21Bureau in the new round of competition, with a strong practical significance.Author has made a field study and adequate materials research of China Railway21Bureau Group Co., Ltd., main business segments of which are the domestic and overseas construction market, real estate and mineral development. This paper analyzes the environment of the enterprise both external (macroeconomic environment, industry conditions, market structure) and internal (financial situation, manpower, equipment, land resources, marketing, management status, comparative advantage and core competencies). PEST model is used to analyze the macroeconomic environment, including political and legal environment, economic environment, social environment and technological environment. Meanwhile, market structure focuses on inter-industry competition, the risk of potential entrants, the threat of replacement, supplier and buyer bargaining power.SWOT method has been used to summarize the company’s overall development strategy. Combining with the knowledge learned from Southwest Jiao Tong University, this paper has brought up a detailed and feasible implementation measures according to China Railway21Bureau Group Co., Ltd’s overall strategy.
