As the increase of people’s income and demand for leisure, meanwhile, China is in the transitional period, industrial structure is updated all over across China. The tertiary industry, especially tourism industry, is developed quickly, causing fierce competition in tourism.Tourism has become a strategic pillar industry in Qingdao city with its rich natural and historical tourism resources and is continuing developing. However, in recent years, the total increase value in Qingdao’s tourism industry has a trend of decrease, causing bottleneck in tourism development. This paper will target the competitiveness of Qingdao’s tourism; choose13indexes to construct the tourism competiveness assessment system out of social factors and industrial factors, choose another12costal cities as comparison target in accordance with certain standard, count synthesis score and rank of the13cities via factor analysis so as to find the gap between Qingdao and other advanced cities in terms of tourism and explore actual and effective recommendations to better improve tourism competiveness in Qingdao and achieve the leap frog development of tourism in Qingdao.In accordance with empirical analysis, tourism synthesis score is in the forth place out of13cities. Among these, social factors are top the list. Among industrial factors, except national culture relic protection site, passenger transport turnover quantity and international tourism revenue, all other factors top the list. It poses negative influence on tourism competiveness in Qingdao. so in the section of countermeasure and suggestion, it will include strengthening development of tourism resources, diversifying development modes, increasing infrastructure investment in railway, road and transportation,enhancing passenger transportation capacity, building various tourism popularizing systems so as to increase internal and external influence.
