The Study On Rural Surplus Labor Transfer In QiDong

The generation and transfer of rural surplus labor and agricultural industrialization,integration of urban and rural development can supplement and promote each other.Family-contract responsibility system greatly improves the farmer's production enthusiasm and the efficiency of agricultural production,agricultural production efficiency is a qualitative change with the development of biological engineering and the application of mechanical technology.While agricultural production capacity increased quickly,which also released large numbers of rural labor force,caused the present problem of rural surplus labor transfer.In theory,the rural surplus labor force is a kind of idle labor resources,which should be allocated effectively according to the need,thus for the new socialist countryside construction at the present stage in China,redefining the comprehensive well-off and the realization of agriculture industrialization and industrial development,it has the profound significance to effectively coordinate and reasonable guide for the transfer of rural surplus labor force.This paper based on the related theory of rural surplus labor from the domestic and foreign scholars,study the transfer of rural surplus labor in Qidong.Firstly,this paper define the related concepts about the rural labor,rural surplus labor and rural surplus labor transfer by studying the concept and theory of the rural surplus labor transfer,studied the theory of dual economy,push and pull theory and the theory of transform traditional agriculture,which laid a theoretical basis for the study of this paper.Secondly,analyzed the present situation of the rural surplus labor transfer in Qidong,analyzes the rural economic development and rural labor force in Qidong,the transfer characteristics and main mode of rural surplus labor in Qidong are also analyzed.Thirdly,based on the present situation analysis of rural surplus labor transfer in Qidong,found that exist problems on rural surplus labor transfer such as the low degree of organization,low quality of the labor force,the heavy transfer task in Qidong,and analysis the reasons from policy constraints,the lack of professional skills,lagging industrial structure.Finally,according to the present situation,existing problems and reasons of rural surplus labor transfer in Qidong,combined with the agricultural industrialization and the integration of urban and rural development in Qidong,putting forward the related suggestions.
