As a developing socialist country, like all developing countries, urbanization is a large topic in the process of china’s economic and social development. There are large population, high proportion of rural population and less arable land in China. Such a special situation, Determined that China’s urbanization focus on building new countryside, this is a difference between the inevitable process of China’s urbanization and the process of urbanization in western countries, which requires us to attach great importance to the local transfer of agricultural surplus labor. In this paper, the theory of Marxism as a guide, using the analysis method of historical materialism, distinguishing the two concepts between the agricultural surplus labor and surplus labor in rural areas, stressing that China should focus on local transfer of agricultural surplus labor in the process of the urbanization. In this paper, combining the conditions of our history, current situation and China’s basic economic system, the author makes a profound analysis to the limitations of off-site transfer and the negative consequences with the representative date. And point out that there are some advantages for local transfer of agricultural surplus labor, such as a low-cost, risk diversification, low investment and so on. Form this point, the author demonstrates that the possibility of implementing the approach of the local transfer under the special conditions in China, and combined with the "Industry feeding agriculture, urban helping rural" policy which is made by central government who proposed building a new socialist countryside, the author analyze the reasons for doing well, and reveal the opportunities for local transfer through the national macro-policy environment and characteristics of country. On this basis, the author makes some suggestions that there is necessary link among the transfer of agricultural surplus labor, rural industrialization, urbanization and construction of new countryside, we should focus on building the new countryside, promoting rural industrialization supported urbanization, so that absorbing the agricultural surplus labor in the rural. First, developing rural industrial economy, the tertiary industry and non-agricultural to absorb the agricultural surplus labor; Second, governments play the important role, establishing a rural labor market which is directed by government, which promotes the local labor transfer orderly; Third, we should make great efforts to build new communities in small towns and rural areas so that local transfer of population to live and work well.
