Contractions that accumulated for long decades arouse at the stage of rapid urbanization. The urban-rural distance which expands gradually has became the hidden danger of the steady development of society and economy, and threaten the society and economy to develop smoothly and sustainable.The coordinated development of economy and society between urban and rural area is not only a goal of urbanization, but also meets the demand to resolving the economic and social contradictions. Urban-rural coordinated development of economy and society is a comprehensive systems engineering, and the coordinated development of urban-rural infrastructure plays a great role in it. Because infrastructure is the material basis of economic development, it could be the focus point by which government could interpose the economy.Anhui is an agricultural province that we chose to be the typical and representative study objective because its characteristic of urban-rural dual structure is especially obvious. The infrastructure gap between urban and rural area in Anhui is huge, it is a manifestation of urban and rural characteristics and also a result of difference in development of social and economy between urban and rural area. Infrastructure which acts as the material basis of development causes the further expansion of urban-rural gap because of its unbalanced distribution. So the coordinated development of infrastructure between urban and rural area in Anhui province is a basic way to eliminate the disparity of urban and rural area in economy and society.So this thesis both possess the generalization in theory and representation in practice to complying the coordinated development of social and economy between urban and rural place.This thesis starts from the concept of infrastructure, and combines the qualitative and quantitative research together, take Anhui province as the research project. It constructs an urban-rural infrastructure evaluation index system and then evaluates the urban and rural infrastructure level separately. The coordination degree model is used to calculate the coordination degree of infrastructure between urban and rural area. In order to understand the topic deeply, it is not only the coordination degree of time series is considered, but the coordination degree of17cities in Anhui province is also considered. It confirms that from1999to2009, the coordination degree was growing gradually, but still could not reach the middle-level. The infrastructure of rural area develops faster than urban area, but the speed is not stable. It means that rural infrastructure has no mechanism for long-term development.The coordination degree of17cities were even lower, almost a half of these cities were stayed at the level of uncoordinated. The coordination degrees of17cities are spread clearly in two parts:north and south. Cities from different area have different needs in the construction of infrastructure. So the main factors should be stressed.This thesis contains4parts. The1st one is the Introduction that introduces the writing backgrounds, the purpose and the meanings; generalize the structure of this thesis and the technology roadmap; reveal the innovations and shortage. The2nd part is the Summary; it contains the research of the development of infrastructure concept, the supply theory of infrastructure, the issue of urban and rural infrastructure development in China and Anhui province, the index of infrastructure, the empowering method, the coordination degree model and its application that made by foreign and domestic scholars. The3rd part is empirical study, which contains two parts:the study of time series index and cross-section index of urban-rural infrastructures. In this part, the index systems are established, and the infrastucture situation of urban-rural in Anhui province is analysed in detail. The "undrawing level" method is used to empower the index. The coordination degree is calculated by using two different coordination degree models:the distance model and2E model. Finally the results of empirical study are analyzed. In the final part, the reason for the uncoordinated is analysed and the suggestion are given according to the research in this thesis and from other scholars. The innovation of this thesis includes3points. The first one is to explore the use of dynamic coordination model preliminary; the second one is to study the coordinated development of urban and rural area from the infrastructure point which is a new voew; the third one is the typical and representative research object.The inadequate of this study is that the data is difficult to collect, which affects the accuracy of the measurement of the coordinated development problems, besides, the model is also needs to be improved and the reason needs to be analyzed deeper.
