Bozhou as the inland city, economic development started late, the economic development is in low level, so the use of superior resources to development local industrial clusters and promote it’s successful upgrading plays a important strategic significance for Bozhou’s sustained economic growth. Bozhou as one of four traditional medicine cities, and the development of Chinese traditional medicine (CTM) industry have several thousand years of history, but the competitiveness of the cluster is far less than some of the emerging CTM industry cluster. So we must promote the internl and external environment to foster Bozhou CTM industry cluster’s devolpment, identify the specific upgrade path as well as the establishment of government policies and specific measures.Firstly, this paper summarizes upgrading industrial clusters theory, describers the current development of Bozhou CTM industrial clusters that is based on field research, combine The GEM model with nine indicators which determining the industrial cluster development, gives a qualitative judgement on the level of Bozhou CTM industry cluster. Then, analysise the upgrading elements of Bozhou CTM industry cluster, concludes three evolution direction of industrial clusters and three evolution ways of industrial clusters-Technological innovation-oriented path, Organization innovation-oriented path and Market innovation-oriented path. Finally, puts forward to Bozhou CTM industry cluster strategy for upgrading, such as, regional brand strategy, industrial park development strategy and cooperative strategy. As well as policy recommendations, such as, speeding up the cluster network construction, creating the institutional environment for innovation and guiding the economic growth pattern.
