Policy Research On Application Of The Chinese Traditional Medicine In New Cooperative Medical System

In practice of the Jilin Province NRCMS, the lack of support of "three medical"(medicalinsurance, medical institutions, medical care) reform, hospitals, health care reform and ruralhealth-care reform goals disjointed, makes the proportion of Chinese medicine use decreased,which leading to difficult and expensive medical treatment and the decline in benefit ofMRCMS.For the rights protection of the insured people of the province’s new rural cooperative medicalinsurance, the enhancement of scientific management and the improvement of the level of thenew rural cooperative medical insurance, the paper did the specific research. Preliminaryresults from the research, the usage portion of the Chinese traditional medicine in NRCMS’scounty medical institutes is less than15%. Through the function transformation of the newrural cooperative medical hospitals, and the reform of the medical model, the traditionalChinese medicine can improve on the existing basis by10%, the insured people’s payment ofthe new rural cooperative medical will drop by15%. If the usage portion of the traditionalChinese medicine increases by20%, which is35%, the insured people’s payment of the newrural cooperative medical will drop by about40%. Local financial input will also be reducedaccordingly. The operating costs of the new rural cooperative medical hospitals will not beaffected. This paper did an objective analysis in the effect of the traditional Chinese medicinepolicy implement and the resource configuration status through survey, and determine thewriting idea on the basis.The paper is divided into five parts. The first part described the research background,significance, research methods, as well as the relevant literature collation and analysis; Thesecond part introduces the research status, discusses the use ratio of the Chinese herbalmedicine in NRCMS, the characteristics and the potential to improve, describes the province’straditional Chinese medicine resources configuration status, as well as the current herbspolicy status. The third part summarizes the major problems in the usage of traditionalChinese medicine found in conclusions above. Part IV is major suggestions, focusing on thenew rural cooperative Chinese medicine personnel cultivation mode, NCRMS Chinesemedicine scale of specialized supply mode, the new rural cooperative medical institutionsinternal preparations policies, the disease prevention functions of Chinese medicine,summarizes the countermeasures and suggestions for an increase in the proportion oftraditional Chinese medicine in NRCMS. The fifth part is conclusion revealing the increase inthe proportion of the usage of traditional Chinese medicine can consolidate the NRCMS, easethe pressure of local financial input, ease the pressure of farmers’ difficult and expensivemedical treatment, especially narrow the gap of urban and rural residents enjoy the right tomedical coverage.
