With the continuous development and improvement of China’s market economy, the role ofSMEs is even more obvious in the national economy. Not only because the huge number andgreat contributions of SMEs have made, but also in its importance strategic.Whether SMEs canbetter and more sustainable development, related to China’s overall strength of economic and theenhancement of competitiveness, related to social’s stability and harmonious development.However, in addition to the state has adopted a number of policies to encourage the developmentof SMEs, domestic attention to it is not high, especially no one pay attention to it, whichserious impediment the development of small and medium-sized enterprises. Therefore, buildinga performance evaluation system suited to the development of SMEs in Chinese is imminent,which also will become another major research topic in theoretical and entrepreneurs.On the basis of theoretical research on performance evaluation with the scholars at homeand abroad, combined with the characteristics and strategic objectives of small and mediumenterprises, this paper build the strategic orientation-based performance evaluation index system.First, evaluated the current situation and problems existing in performance evaluation of SMEs,considering both the combination of financial and non-financial indicators, quantitative andqualitative indicators, analysis the key indicators of performance evaluation; Secondly, bydrawing on the Balanced Scorecard ideas, from the five angles with financial value, customerservice, internal business processes, learning and growth and social comprehensive benefits,analysis the influencing factors of performance of SMEs, oriented to the strategy enterprises toset up the evaluation index, build a strategic oriented performance evaluation system. Secondly,use the comprehensive evaluation method of entropy objective to weight the indicators of theperformance evaluation system, which minimize uncertainty in performance evaluation of theenterprise; take S Enterprise for an example, according to the SWOT analysis of externalenvironment and internal conditions to integrate, analyze the enterprise internal strengths andweaknesses, opportunities and threats to competition, determine the S Enterprise’s strategicobjectives. By collecting and analyzing the annual report of the S Enterprise to build enterpriseperformance evaluation system by practical application.Finally, with performance evaluation report as starting point, analysis the problems ofperformance evaluation information disclosure the SMEs from the perspective of information asymmetry, this paper gives a clear need for information disclosure, and in accordance with theactual growth of SMEs, under the guidance of the objectives and principles disclosed on theperformance evaluation, elaborate the theory of the information disclosed, which solving theproblem contained in the performance information that is not comprehensive, not timely andnon-standardized, forming the framework of information disclosure suitable for thecharacteristics of SMEs in China.
