At present, countries are vigorously promoting the new health care reformprogramme. A new scheme for this reform, then health minister Chen Zhu used "adhere tothe public welfare, to mobilize the enthusiasm of" ten words, this ten word is the newmedical reform plan of the soul. How to mobilize the enthusiasm of the medical staff, is anew subject in front of medical institutions and government departments. Especially as thesubject of medical reform of public hospital, face new medical market environmentchanges and more and more autothermal talent competition. The competition betweenhospitals has shifted from "service/price" competition is the talent competition, somehospitals arise due to the loss of core personnel and lead to core competitiveness rapidly,thus facing a vicious spiral due to the lack of talent crisis. Incentive of human resourcesmanagement has always been one of the most important issues, but also managers of themost easy to ignore the problem, especially in the has been in a "budget" under themanagement of public hospital. Facing the reform, how to face the new marketenvironment, calm in the face of competition, how fast, healthy, orderly and sustainabledevelopment, is the hospital managers must face the problem. To set up a scientific, fair,orderly, long-term incentive mechanism, fully mobilize the enthusiasm of the knowledgestaff, improve of knowledge workers is the key for hospital continuous evelopment.Based on the incentive management staff of the Qinhuangdao port hospital as anexample, through scientific analysis of the current incentive mechanism in hospitaloperation status, to find out the current incentive system problems and defects, excitationmethod, human resource management and organizational behavior, based on fullyconsidering the characteristics of hospital staff needs, put forward Qinhuangdao porthospital design scheme to improve the incentive mechanism, mainly from the redesign ofthe salary structure and long-term incentive mechanism is established. Through theconstruction of incentive system in order, so that the personal development and thedevelopment of hospital organically, to maximize the value of the hospital, and finallyputs forward suggestions on the need to ensure the normal operation of the system. Hopethat through the study on Qinhuangdao port hospital as a representative of public hospitalmanagement system in the medical system reform, can have a reference and reference toother public hospitals in the same environment.
