The World economy is still in decline. Whether the private enterprisesmake through such cycles of a severe depression based on two hands. on onehands, we do capital operation in order to raise abundant cash flows. on theother hands we should improve internal management especially humanresources management.But the traditional human resources management systemis outdated more and more each day when it comes to the transformation ofenterprises and advancement of each staffs.in view of the importance of humanresources management, it is necessary to develop a new system of humanresources management.The purpose of this paper is to find out problems such as the resistance ofinternal promotion, performance assessing is equivalent to performancemanagement, the training process solve no problems but for showing and so onvia analyzing the situation of HM corporation human resources management andpoint out the main factor which does affection on HM corporation humanresources management including the lack of human resources planning, staffpromotion planning, post rotation etc which is the basic content to establish thecompetence model of HM corporation. Then specifying the application ofrecruitment measuring, Performance Evaluation, salary strategizing, trainingprocessing and career planning so that achieving the strategic goals. Studying oncompetence model in the hope of establish a new human resources managementsystem and enhances transformation of HM corporation who needs to step outfrom declining. it is also have experiences of others private enterprise to go byMeanwhile.
