The Improvement Of IPR Pledge Financing System

The second meeting of the Twelfth National People’s Congress," Government WorkReport" proposed, making the finance become a pool of flowing water to better watered thetree of the real economy, for example, small and micro enterprises. As a new mode offinancing, IPR pledge financing has opened up a smooth and efficient financing channel fortechnology-based SME. Carrying out IPR pledge financing actively, is conducive to the rapidgrowth of technology-based SME and accord with the country development strategy ofstrengthening independent innovation and building innovation-oriented nation, and isconducive to expand the business scope and enhance profitability of commercial banks.However, the current development of China’s IPR pledge financing is still not mature enough,facing many developing plights, IPR pledge financing system is not perfect, therefore,improving China’s IPR pledge financing system has certain role in promoting smoothly ofIPR pledge financing. Predecessors have done a lot of theoretical and normative analysisabout IPR pledge financing, accumulated a wealth of experience and research, for the writingof this article provides a strong theoretical support.The purpose of this study is to analyze the development status of IPR pledge financing,identify the main obstacles restricting the development of China’s IPR pledge financing, drawon the experience at home and abroad, and propose suggestions to improve the system of IPRpledge financing, to promote and facilitate the development of the capitalization ofintellectual property. Firstly, IPR pledge financing theoretical analysis; Secondly, this paperdescribes the advanced experience of the developed countries, sum up the implications forChina; Again, This paper analyzes the intellectual property pledge in China developmentprocess and status of financing, and the Beijing Shanghai and other active development ofpractice area was introduced, summarizes our country intellectual property rights pledgefinancing facing object, legal, operating at different levels of development dilemma; Finally,make some suggestions to improve China’s system of IPR pledge financing, from the pointsof building the operating environment, service platform and optimizing pattern and so on.
