| “Weak agriculture, bitter farmers, poor rural†is the “three rural†issue that hasbeen a prominent issue affecting and confining China’s economic and socialdevelopment. The deep reason for the “three rural†issue is that there are chronicexisted urban and rural economic and social gap in China. The infrastructure is thefoundation and the key factor to promote the integrated development of urban andrural areas. On the background of China’s traditional dual system, urban infrastructureis fully funded by state funds; while rural infrastructure need to be built by ruralvillage collectives and farmers themselves, and the state only affords appropriatesubsidies. Therefor, how to find an effective way to develop rural infrastructure hasbecome one of the valuable topics for social and economic scholars. The currentmainstream view is: civil society organizations played a crucial role in thedevelopment of rural infrastructure construction. However, how to effectivelystrengthen rural infrastructure is a worthy discussing question. Especially for theborder areas whose township enterprises and non-profit organizations are deficient.Based on the investigation of four villagers groups in Kaiyuan in Yunnan province,August,2013, we explored rural infrastructure construction situation whose townshipenterprises and non-profit organizations are deficient. We hope to find out an effectivepath that could strengthen the infrastructure construction.This paper learn from past experiences research and analyze field surveyinformation, meanwhile, based on the country, Yunnan and Kaiyuan’s StatisticalYearbook data from1978to2012, as well as the survey data of four village groupsinterviewed, analysis mainly carried out from the following three aspects: Firstly,from the macro level, the analysis of Kaiyuan infrastructure investments, mainlyrelated to government expenditure; Secondly, based on descriptive statistical analysisof survey data to explore the basic situation of rural households, participating incommunity activities and other relevant characteristics, explore farmers participatewillingness for infrastructure as well; Thirdly, comparatively analyze the role of government, village groups and farmers respectively involved in the construction ofinfrastructure; On the basis of these three aspects, using the methods of multipleregression analysis, this paper attempts to find out the influences on the ruralinfrastructure construction by tripartite entities—the government, villageorganizations and farmers; Fourth, on the basis of the above analysis, combined withthe new policy and the new situation, this paper explore a new way which couldsuitable for Kaiyuan rural infrastructure construction.According to these researches, the main results of this paper could be: Firstly,rural infrastructure is fundamental completed, but lack of the improvement ofinfrastructure, such as farmland infrastructure (especially vulnerable farmlandinfrastructure) and road infrastructure in the back streets. Secondly, the infrastructurebuilt in the village group surveyed has significant gap, mainly due to the time lag ofregional development policies and farmers passive acceptance. Thirdly, thegovernment’s support and guidance is essential for the construction of ruralinfrastructure, but in the actual construction process, the dominant role of thegovernment with a clear indeed limited and insufficient. Fourthly, the leadership ofvillage group for the construction of rural infrastructure plays a key role in connecting,but the current leadership of village group surveyed is still affecting and restrictingrural infrastructure, this situation can’t be ignored. Fifthly, farmers in ruralinfrastructure construction process more or less played a role, especially for familywith many farming population and high income level families. However, farmers inrural infrastructure have been acting as the role of the recipient.Based on the above results, combined with the new situation and new policy, thepaper proposes a new path for Kaiyuan rural infrastructure construction: Kaiyuanshould take a route that governance manage, village group guide and the farmersself-construction and the three parts should interact with each other positively; in thesame time, promoting regional relative advantaged township enterprises, protectingthe implement of interaction for government, village groups farmers. |
