Research On Government Supervision Of Urban Infrastructure PPP Project In Luojiang District

Recently,the speed of urbanization in China is getting faster and faster,the number of urban population has increased substantially,and the demand for public goods has also expanded,and the attention to the quality of public goods has also been increasing.In this context,Government in the process of providing public goods,the government should take into account both quantity and quality.the government needs to implement effective supervision measures.However,because of the PPP model is began to development in China in recent years,people to the understanding of this model is still in the relatively shallow level,therefore,the government in the process of regulation of the PPP project faced with all kinds of problems,it will enlarge the PPP project risk,also for the healthy development of the PPP market has great negative effects.Therefore,it is of great theoretical value and practical guidance to study the governmental supervision of PPP projects.In this paper,based on the relevant elements of government regulation theory,public goods theory and government failure theory,luojiang district infrastructure PPP project in combination with the specific case,stand in the position of the government management,through literature analysis,interview method,key elements of analysis of the PPP projects such as the deficiencies on the thorough analysis in the process of regulation.First of all,This paper provides a more detailed and in-depth introduction to the actual situation of government supervision of PPP projects in Luojiang District,and discusses the main problems existing in the supervision subject,supervision system,supervision measures and other dimensions.For example,the supervision force is weak,laws and regulations lag behind,the supervision process is not perfect,the supervision standard is not unified,the supervision performance evaluation system is not perfect,the social supervision fails to play its due role,the government function is not in place,and so on,and in-depth analysis of the root causes of these problems.Secondly,based on the personality characteristics of government supervision of PPP projects,a series of coping strategies are formulated to improve the effectiveness of government supervision.It mainly includes the establishment of departments specialized in the supervision of PPP projects,the acceleration of the promulgation of laws and regulations,Strengthen the strength of party style and integrity construction,the introduction of more powerful supporting policies,the optimization of the supervision process,the construction of government supervision evaluation mechanism,the transformation of the supervision concept,the enthusiasm of attracting social subjects to participate in the supervision and so on.The study of this paper has important reference value for luojiang District and other cities in China to carry out government supervision of PPP projects.
