Abstract/Summary:
Small-and-Middle Enterprises (SMEs) have played a strategic important role inWuhan’s economic development, while a good development environment is a solidsupport for enterprises growth. In order to have a sustainable growth, SMEs have heavilyrelied on the development environment and government policies, due to their limitedresources and capabilities. It becomes increasingly important and imperative to improvedevelopment environment for SMEs by designing ways on how to change thedevelopment environment, implement appropriate policies and build up social servicesand construction system.SMEs in Wuhan have grown tremendously to become almost halfsize of the local economy from a very small and weak part of economy ten years ago,since they have benefited greatly from supports of Wuhan city government’s policies,continuously improved development environment and their own efforts.This thesis hasstudied the development and growth environment both qualitatively and quantitatively forSMEs in Wuhan by using methods including theoretical analysis, microscopic analysis,questionnaires, sample studies, and empirical research.By conducting questionnaires andinterviewing on eight development environment areas including financial support,government policies support, government project support, education and training, newtechnology R&D, business and professional infrastructure, market, and physicalinfrastructure, we have performed a quantitative analysis of scores achieved forinvestigated (interviewed) companies and their founders, and come up with an overallevaluation of the development environment for SMEs in Wuhan. We have identified theexisting problems in development environment for SMEs in Wuhan, and provided advicesand suggestion on the subjects of strengthening financial support, increasing governmentfiscal (taxation) policy support, improving entrepreneurial education and training system,strengthening construction of professional infrastructure service system, building upinnovative capability of SMEs and strengthening construction of development culture forSMEs in Wuhan.
