Entrepreneurship has been seem as the engine of economy growth and innovation capability, and how to better understand the entrepreneurial activity of a rigion have important meaning for scholar studying entrepreneurship, potential entrepreneur launching a new venture and government officer making entrepreneurial policy to boom entrepreneurial activity. In China, with the conception of "entrepreneurship drive employment" be brought, entrepreneurship must be leading to the focus of people again. Entrepreneurship is a cross subject, multilayer complex phenomenon. As a learning field, researches on entrepreneur are still in a constructional phase.According to existent literatures, many scholar had researched on entrepreneur environment, entrepreneurship with many respects and through many ways. Based on this background, this paper research the impact of entrepreneurial environment on entrepreneurship within GEM model. According GEM model, This paper considers entrepreneurial environment as 9 factors, they are financial support, government policies, government programmes, education and training, research and development transfer, commercial and professional infrastructure, market openness/barriers to entry, access to physical infrastructure, cultural and social norms. This paper also considers entrepreneurship as 3 heart factors, they are entrepreneurial opportunity, entrepreneurial skills and entrepreneurial motivation. This paper analyses deeply the impact function mechanism of the 9 factors of entrepreneurial environment on the 3 heart factors of entrepreneurship. This paper uses GEM China collect data to check the impact of entrepreneurial environment on entrepreneurship. The ways used in this paper are principal component analysis and regression. At the end, This paper finds that cause environment (such as cultural and social norms, education and training, financial support, research and development transfer, commercial and professional infrastructure, economic barriers to entry) and compellent environment (such as government policies, government programmes, access to physical infrastructure and non-economic barriers to entry) both have a strong effect on entrpreneurial opportunity, cause environment has a stranger effect on entrepreneurial skills and entrepreneurial motivation than compellent environment.
