There is no doubt that culture has a tremendous influence upon economy. Themore developed of countries and regions, the more robust culture system they have toguide people’s lives, regulate the market economy, as well as promote the progress ofthe whole society. To promote Public Cultural Services function in the society,economy and people’s daily life, a scientific and reasonable evaluation system isnecessarily needed, which helps to measure the effect of the implementation of thecultural policy, the degree of realization of people’s cultural rights. From a morelong-term perspective, the Evaluation Index System will increasingly become animportant management tool that cannot be ignored.This paper takes account of the reality of Public Cultural Services in China,combines with the performance evaluation theory, first designs the evaluation indexsystem from five aspects which include externalities, facilities, supply of publiccultural products, financial input and resident participation, then screens indexes bycoefficient of variation and correlation coefficient and finally develops a3-hierarchyevaluation model including48quantitative indexes. To compare the effects ofdifferent statistical assessment methods, Analytic Hierarchy Process (AHP) andMulti-hierarchal Grey Relational Appraise (MGRA) have been adopted to evaluatethe Public Cultural Services of31provinces and find that MGRA is a moreappropriate method. The ranking results indicate that two of the most developedregions in China, the Yangtze River Delta (which consists of Jiangsu province,Shanghai and Zhejiang province) and the Pearl River Delta (Guangdong Province)have the highest level of Public Cultural Services on a national scale. Though as thepolitical and cultural center of China, there is still some room for improvement inPublic Cultural Services for the capital Beijing. The last two provinces on the rankinglist are Qinghai and Tibet, which located in the remote areas of northwest China,inhabited by ethnic minorities and are economically backward, needing put greateffort in strengthen the construction of Public Cultural Services. In a comprehensive view, this thesis is of novel topic, clear hierarchies,scientific and reasonable evaluation index system, concise and practicalcomprehensive evaluation methods and clear visualized evaluation results, also theempirical results is consistent with the reality, and therefore has great practicalsignificance.
