With the advent of the era of economy, human resource development is the keyfactors of narrowing the gap between regional economic. By investigating the level ofscience and technology, science and technology talent condition can be found, thoughin carrying out the strategy of "national rejuvenation through science and education"talents are rebounding. But it also found that still exist in the scientific andtechnological field of talents quantity is less, the quality is low, structure is notreasonable, etc.In order to adapt to the requirements of economic and social development andprogress of science and technology, in order to meet the needs of work, scientific andtechnological personnel are taking the time to go back to universities for degreeeducation and short-term training. Continuing education and short-term trainingqualifications for talent development is of great significance. However, science andtechnology talents are the staff, faced to the cost of education by "who" responsibilityfor the problem. This article is based on cost-sharing in education theory, studies thefinancial talents development in Sichuan province, whether individual educationalexpenses, education costs or work units, are used to implement.In this paper, the research methods are literature review, questionnaireinvestigation and statistical analysis.Which it involves the education cost sharingtheory, scientific and technological personnel, short-term training and continuingeducation and science and technology talent development related literature, to collect.Selecting of different units of scientific and technological personnel of state-ownedenterprises and public institutions (universities) and individual enterprises carries onthe questionnaire.Through the questionnaire survey data processing, found that the main problemsof science and technology talent development in Sichuan province are: Scientific andtechnological personnel less amount. Science and technology talent developmentinvestment environment is poor. Science and technology talent development investment serious insufficient. Science and technology talent development investmentpolicies is not strong enough. According to the education cost sharing theory, putforward corresponding countermeasures are: The government, to ensure thegovernment public finance investment. The education department should have specialeducation training costs and improve the talent policy. Improve talent development ofscience and technology investment system. The unit, to increase scientific andtechnological personnel education training opportunity and training fee. To decrease ofscientific and technological personnel problems and restricting factors in the work andimprove the incentive mechanism of scientific and technological personnel, to build agood talent development environment. Personal aspects, promote scientific andtechnological personnel degree level, rich knowledge, enhance personal health andsense of belonging towards work and improve the comprehensive skills of individuals.The College, change education concept, strengthen participation consciousness,improve the education in colleges and universities training management institution,implement the functions and cooperation between higher vocational colleges anduniversities serve the society, achieve a win-win situation. This article research resultswill be to promote science and technology talent development in Sichuan province towork provide theoretical reference and suggested countermeasures.
