Jiangsu Province High School Education Mechanism To Ensure Funding For Research

The high school education is the bridge of compulsory and higher education,it is an indispensable part in the education system. In recent years, as the increasing of people's needs and concerns to education, all sectors across the country attach great importance to the compulsory education,the security mechanism of education funding is well improved. However, as a result of the shortage of legal basis and policy support, the high school education funding can not be effectively protected. As the first column in education Jiangsu province can not respond to it's front rank when it provides funding for high school education, there are many problems and shortcomings in security of education funding.Through research and analysis,we found that there are many problems in the source and use of the high education funding,such as the lack of financial education funding, the shortage of staff funds, the missing of the public funding,the significant difference in the province,the heavy debts and so on.Through depth analysis, we found that these problems were caused by the lack of legal and policy basis and the unreasonable financial investment system, in addition the single channel of education funding. These problems indicate that the security mechanism of education funding is unreasonable.We should discuss how to better the security mechanism of high school education funding from the perspective of economics of education. New security mechanism involved in the improvement and adjustment of policy and institution,the government should first establish the awareness of funds improving to high school education, then make appropriate policy reforms and make institution improvements. we should take the following measures to guarantee the high school education funding,such as ensure the staff funding and the public funding respectively, establish a balanced system of fiscal transfer payment, strengthen the construction of weak schools, improve the student policy, strengthen the supervision and inspection policy, establish an effective system to resolve debt. In addition, contrary to the single source of funding,we should broaden channels of the high education funding.
