The issue of migrant workers has become a major concern of government and academic circles. Now, the new generation of migrant workers from rural areas into the city, go on the stage of history. They are eager to enjoy equal public products, as soon as possible to integrate into city life, people of migrant workers is imperative. Migrant workers can not only accelerate the development of our country urbanization and industrialization, but also has a great role in promoting the development of China’s urban and rural economy. In order to achieve the public, provide adequate equal to the society requires the government to provide public goods. However, these public goods requires considerable financial support, that will produce huge social cost. Therefore, the construction of a reasonable cost sharing mechanism is essential. The essence of the public is to enjoy the equalization of public services, and governments at all levels should burden the corresponding public products As a kind of special pure public goods, the supply of migrant workers’ children’s compulsory education needs to be improved urgently, which requires us to clear the responsibility of the government at all levels.This paper is to study the public in the process of the cost sharing problems from the perspective of the supply of public goods theory, and then select the specific area of Kunming City compulsory education to the specific analysis of cost sharing mechanism.
