This paper starts with in-depth analysis of the food safetysupervision during circulation from a microscopic perspective and onlyinvolves macroeconomic policies but no micro measure to avoid givingbig and empty ideas. This paper first introduced the basic concepts relatedto food safety, and analyzed the purpose and meaning of the research onfood safety supervision during circulation according to the theoreticalbasis and method for public administration. Second, proceeding from theoverall situation, it reviewed the development course of the food safetysupervision in China, and fully affirmed the results currently achieved inthe supervision from five perspectives, i.e. the formation of thesupervision network, the regulation of the operating unit, theimplementation of rapid inspection, the supervision of food labels and thefood safety supervision entering community. The food safety supervisionduring circulation has achieved certain results, but from the publicopinions and the response of the masses, there are still many deficiencies,and specifically there are the following problems on the whole: theapplication of laws and regulation is mistaken, the industrial andcommercial department has limited energy for supervision, the liabilitysubject is identified unclearly and the industrial and commercialdepartment has no special inspection agency, and there remaindeficiencies in the knowledge of rapid food inspection. In the laterdiscussion, this paper mentioned new problems and challenges currently facing the supervision departments for dealing with right-safeguardingprofessionals and for on-line food safety supervision. With the issuanceof the Food Safety Law and the introduction of the reporting incentivemechanism, the emergence of right-safeguarding professionals has notonly brought benefits: to supervise the enterprise’ behavior and thegovernment’s accomplishments from the public perspective, but alsoimposed conundrums to the response of government departments. Thispaper put emphasis on describing the rise of an emerging product—theright-safeguarding professionals, and analyzed the correspondingcharacteristics and the current situation of and problems in the responseof the commercial and industrial department. As the on-line shoppinggradually prevails, buying food on line is also the current trend, but thegovernment supervision encounters problems. The aforementionedproblems exist objectively, and even if there are solutions, they cannot besolved in full for the moment. In the following text, this paper will list theadministrative penalties and new supervisory measures in the supervisionlast year, attempting to get some inspiration from it and will also comparethe food safety supervision in China with that in developed countries inthe world to seek reference points and gaps between them. At last,regarding a series of deficiencies and problems mentioned above, thispaper put forward suggestions and ideas for strengthening the food safetysupervision in the circulation sector from the following aspects:improving laws and regulations for the food safety supervision duringcirculation, integrating food inspection agencies, reinforcing thesupervision department’s ability of rapid food inspection, standardizingthe labels and identifications of bulk food, the transformationspecification in urgent need for case investigation and handling and theprocedures for dealing with the complaints and reports ofright-safeguarding professionals, and strengthening on-line food safety supervision.
