With the rapid economic and social development in Shanghai, theShanghai municipal government has put forward the "innovation-driven,transformation" development strategy, and has clarified same important tasksand requirements to speed up the construction of "four centres", to promotethe "first four", to enhance the "three services ". At the same time as thecontinuous deepening of the reform of the prison system and the deepeningsocial management innovation, the municipal government has proposedspecific requirements to our Prison Field. The Shanghai Municipal Bureau ofPrisons is facing a new situation, the new challenge of how to adapt to aspecial unit and how to survive and develop. It becomes a critical turningpoint for the Prison Field, encountering a bottleneck for future development.I chose Shanghai, one of the most typical, the largest prison field--theShanghai Bai Mao Ling field as a sample. I have reviewed the Bai Mao LingField development process, also researched and analyzed the current status by pinpointing Bai Mao Ling Field’s development strategy, as well as theimplementation of the strategy, measurement and safeguards.Firstly, this is to briefly review the development process and functions ofthe Bai Mao Ling Field evolution process. The Shanghai Bai Mao Ling Field,was established in March1956, it was formerly the prisons and businesses(field) turning into one of the special nature of units, then it bears imprisonedrehabilitation of offenders, but also bears the dual functions of economicdevelopment in Shanghai’s social, and it once enjoyed great popularity. Withthe social and economic development, Bai Mao Ling Field has undergonegreat changes. It has now become the comprehensive state–owned prisonthat not only provides the service to prisons, but is responsible for the prisoncommunity management and development of the economy.I have used learned strategic management thinking, knowledge andtheory, PEST (Political, Economic, Social and Technological) analysis todialogue faced by Bai Mao Ling Field. It is facing external environmentanalysis through dialogue with the Bai Mao Ling Field of land resources, thehuman resources, assets, financial situation, organization, corporate cultureand internal analysis from the perspective of development steps on the basisof the internal and external environment. Having focused on the eightinternal conditions to conduct a comprehensive analysis and systematic anddetailed analysis on the basis of full use of the SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis to identify accurately thedevelopment of the external opportunities and threats to Bai Mao LingField, internal strengths and weaknesses, compare and choose theappropriate competitive strategy, clearly stating an example to the allocationof resources, human resources, corporate culture, marketing ability, as wellas from the perspective of functional strategies to strengthen support for theimplementation of the overall strategy.Finally, in order to ensure the smooth implementation of the Fieldforward to integration growth strategy for Bai Mao Ling, there areprominent threats and weaknesses of the Bai Mao Ling Field system whichshould also proceed with the focus strategy, relying on policy support,through the strengthening of land management, strengthen, human resources,adjusting the organization to reshape the corporate culture, enhancemarketing capabilities and other support measures to ensure the smoothimplementation of the field development strategy.This thesis has significant results for the Shanghai Bai Mao Ling Fielddevelopment and adjustment, implementation guidelines and practical values,while for the other prison-based fields or prison security companies use thisas a reference point.
