How to form the competent that hold the exterior chance and interior advantage, overcome interior menace and exterior disadvantage, become urgent subject to be solved.At the base of looking back prisonal enterprise's developmental history and conditions of changing, this paper starts with the strategy management theory; analyzes the condition of market that enterprise exist, exterior environment and interiors; uses"five kinds of power"model which Professor Michael Porter put out to analyze the questions existing in the enterprise; specially aiming to the particularity of the enterprise (not only has manufacturing and management assignment but also undertakes the assignment of reforming the prisoners). Analyzes the conditions of the Three Power Group, our main compete opponent; then uses the method SWOT comprehensive analysis to put forward the strategy option and implement steps of business; the last it uses the gray system analysis theory to have a forecast for the income of our enterprise in five years.
