The proportion of secondary industry is the biggest in China’s three big industries.It is also the biggest industry in pulling the national economy. Manufacturing occupies apivotal position in the secondary industry. Although China is a big manufacturingcountry, it is called "the world’s manufacturing plant". Manufacturing has manyproblems such as resource dependence, lack of innovative capacity and low value-addedissues. Manufacturing needs to be upgraded urgently. At present, many scholars believethat, in addition to the influence factors of manufacturing industry itself, thedevelopment of producer services has a very important role in the development ofmanufacturing. So research the coordinated development relationship between the twoindustries helps to achieve the transformation and upgrading of manufacturing industry.Heilongjiang province used to be a heavy industry base in China. It pays more attentionto the development of industry. But in recent years, industrial output fell in the nationalrankings, compared to the national average in terms of manufacturing industry isrelatively lagging behind. Research on the promote function of producer services tomanufacturing industry in Heilongjiang province,facilitate the coordination of thetwo industries’ development. It will promote the development of the two industriesbetter and Accelerate the transformation and upgrading of manufacturing industry.The paper analysis the development situation of manufacturing and producerservices in Heilongjiang Province from three aspects. Analysis of two industry statusquo, with the data and methods such as reaction by comparing two currentdevelopments in the industry, and through the comparison and summary results ofproducer services in Heilongjiang Province is currently able to upgrade by promotingmanufacturing, but because level of industrial development restrictions, and promote alimited role. Research the current developments of the two industries to get thedeveloping relations between the two industries. The paper establishes two models inthe fourth chapter to study the productive role in promoting the services sector toupgrade the size of the manufacturing sector. At first it uses the econometric model toanalysis the promoting effect which productive service industry as a whole on theoverall upgrading of the manufacturing sector. The conclusion is that the whole producer services have a positive impact on the manufacturing industry to upgrade.Subsequent use of input-output techniques to analysis the promoting effect amongindustry segments. And then draw a conclusion. In this section, the use of two methodsfrom the whole and the part to analysis the promoting effect is perfect. Both methodscomplement each other, so that the research is complete and accurate empirical. Finally,this paper studies the conclusions and put forward relevant policies from three aspectswhich are the development for the manufacturing industry, producer services’development and integration of interaction between the two industries. It’s aimed tostrength the promoting effect.
