| The development of the information construction in rural areas has a certain foundationin China, as an important decision-making in our strategic. It is the basis of governmentdecision-making that assessing and analysis objectively the effectiveness of the constructionof rural information. Through the establishment of performance evaluation index system ofinformation construction in rural areas, and building information construction in ruralPerformance Evaluation Model, objective evaluation of the effectiveness of the currentconstruction of rural informatization assessment and reform in order to Promoting reform,Construction, management, and combined with the purpose of evaluation and construction,and ultimately the information construction in rural develops stability, rapidly andscientifically.Studies of Performance measurement on information construction in rural mainly in thefollowing four points:The theoretical basis for performance measurement of rural information construction. Using the leastsquares method and rough set their own advantages, proposed to improve the accuracy of theindex weight value method――based on rough set conditional information entropy auxiliarymethod of least squares, combining with the application of fuzzy comprehensive evaluationmethod to determine the fuzzy comprehensive evaluation model which based on ro ugh setsand the method of least squares right weight.The empirical study of the performance measures of information construction in rural. Itselects the Nanda Catering Town, Huangmao Zhou town and Caowei Town in Yuanjiang ofYiyang City of Hunan province as the research object, to verify the performance evaluation index system of information construction in rural and the rationality of the fuzzycomprehensive assessment and evaluation model. And according to the evaluation results, weput forward suggestions for information construction in rural development.In this paper, in order to guaranteeing indicators selected scientifically and completely,while building performance evaluation index system of information construction in rural areas,we determine the evaluation index system by using frequency statistics, theoretical analysis,expert surveys and other methods, and drawing on the selected indicators in the field ofinformation technology research. In rural information construction performance evaluationmodel, indicators of the right to re-calculation method is in the basis of the least squaremethod, and it added rough set conditional information entropy, reduced bring the fuzzynature of the weight because of the subjective evaluation. So that it improved the accuratenessof index weight, and finally the reliability of the evaluation of the results of model data isincreased. |
