Food safety is a measure of quality of life, social management and the importance of national standards of the legal system related to economic development and social stability. The serious consequences which caused by the Food Safety problem had become one of the most important threats of Public Health every year. Therefore, governments worldwide are targeted Food Safety Supervision as an important function of government. In recent years, the catastrophic events caused by Food Safety tribulation are emerging one after another, on the one hand, the series of food safety incidents manifest that manufacturers have not done that should be their responsibility; on the other hand, it also exposes the loophole in the food safety regulation. Food regulatory seemingly spectacular, but for the objects of regulatory are small scale, quantity, distribution and ill-functioning of the regulatory mechanism, which reduced the efficiency of supervision and increased the costs of regulatory greatly.In such a background, more researches on the supervision from the costs of Food Safety. This paper thinks the cost should be controlled in an appropriate level while the regulation is effective, as far as possible to avoid wasting the cost, research how to optimize supervision constantly and guarantee the food safety effectively. Therefore, it have the extremely important promoting action to improve and promotes our country food safety management and reduce food harm occurrence, build a clean and efficient government, improve the lives of the people level.This paper reviews the theory of supervision costs of food safety. Introduces the composition and distribution of regulatory costs, and analyses the characteristics and role of the food safety regulatory costs. Use models to analyze the costs and benefits of government food safety supervision, which pave the way to improve the efficiency of government supervision. The last pointed out the possible solutions for enhance the regulatory effect and rationalize the use of regulatory costs from the costs undertake and costs control. Our efforts for the study on government supervision costs of food safety in order to achieve the equilibrium of the regulatory costs and benefits of regulators in optimal regulatory strength.
