The Research On The Construction Of Ecological Small Towns In Shanghai Suburb

Since the reform and opening, the process of urbanization and the process ofurban-rural integration have been accelerated stage by stage. Nowadays, theconstruction of ecological small towns has become the most important part of urbanand rural system reform. The construction of ecological small towns is very importantto follow scientific outlook and speed up the process of new socialist ruralreconstruction. Meanwhile, it is an essential method to implement the coordination ofeconomic, society, resource development. Recently, we have obtained impressiveachievements in constructing ecological small towns. It plays a positive role in ruralinfrastructure and solving problems about agriculture, rural areas and peasantry.However, some factors such as the lack of construction planning, low starting point,the imbalance of regional development, the heavy form light content, and theignorance of environmental protection, have restricted the development of theconstruction of ecological small towns.By using the documentary method, theory analysis and case analysis, the authornames the article “The Research on the Construction of Ecological Small Towns inShanghai Suburb—Taking Jinze town in Qingpu District for Example”. The articleanalyzes the realistic foundation, development status, main measures stageachievements, experience and existing problems and internal reasons about the development of the ecological small town construction.Through comparative analysis and the empirical analysis of the classic example of the existing ecological small town construction, this article observesthe positive results of the ecological small town construction in Jinze with eight aspects: planning, ecological protection, urban landscape, the development of agriculture, industry, tourism, urban and rural areas, improve people’s livelihood. It summarizes the effective experience of the guidance of policy, planning, ecological oriented, accurate positioning, and the mobilization in ecologicalsmall town in Jinze. It also clarifies the main problems in the advancing process of the ecological small town construction. These problems are summed upas follows: weak industrial base, lagging economic development, land index intension, shortage of the total construction land, the constraint of environmentalprotection, the larger ecological capacity constraints, lack of breakthrough inindustrial development, weak radiation effects, single financing channel, and insufficient financial security. The essential reasons of the problems appear withfive aspects: economic, policy, programming, financial and system.Based on the results of research, this article affirms the positive results and theeffective experience by the construction of the Jinze ecological small town inQingpu District. Then it proposes the countermeasure suggestions to the existingproblems. The article suggests the industrial structure optimization and theecological industry transformation. The innovation concepts and the constructionpolicies are also essential to the ecological construction. It also analyses the thinkingof advancing land planning, strengthening the scientific planning of ecological smalltowns, broadening the financing channels, exploring diversified investment andfinancing system, perfecting the system and mechanism, to provide institutionalguarantee for the five aspects of ecological urban development. As result, it tries tomake the advices to improve the quality and efficiency of the ecological constructionof small towns and the overall development with ecological construction of smalltowns in Shanghai suburb.
