The Study On The Construction Of Ecological Civilization Small Town In Shaanxi Province

The ecological civilization small town is the key of the harmonious development of urban system; it acts as a stimulus to the economic development and the urban system. Because of the unscientific programming method, less of successful cases and lack of construction funds, construction of the ecological civilization small towns face a difficult and complicated fact. Based on the research we know, the construction of the ecological civilization small towns usually had a poor scientific evaluation and theories; this leaded to make a mistake easily when we built it. Accordingly, from the construction assessment's angle, standing on the ecological civilization small town in Shaanxi Province as the research object, carry on a deep study to how to build the ecological construction successfully of it from three aspects of economy, society and environmental, which could provide a reference for construction of small towns.On the basis of a large of relevant universal literature discussed, we would state how important role the city construction plays, build evaluation index system of Shaanxi ecological civilized town according to the experience and method of ecological civilized construction as well as following the principal of scientificity, stability, associability of system and gradation and the combination of fixed nature and quantity, calculate the weight of each index relative to target level by analytic hierarchy process and conclude the conclusion and point what the real problem is for the poor ecological civilized town construction in Shaanxi by the means of multiple evaluation. Finally, we calculate and analysis ecological track and deficit of Shaanxi ecological civilized between 2001 and 2008 and conclude the poor ecological civilized town construction, but great potential development, especially in reserving of talents and natural resources and confirm the scientificity and veracity of evaluation index system and method.
