Research On The Sustainable Construction Mechanisms Of Residential Areas Of Small And Medium Town

With the rapid development of urbanization, serious waste of resources, traditional building damage are coming. Based on the theory of sustainable development theory, research the sustainable construction mechanisms of residential areas of small and medium town(RASMT)to help solve the problem of RASMT sustainable construction in China.Through investigation and analysis of sustainable construction situation of RASMT, found that several main problems existing in the process of sustainable construction, specifically as the following aspects:in the construction process, lacking of guidance to government, developers, and construction enterprise, small and medium town residents did not participate in the sustainable construction of RASMT, low degree of informatization, information exchange and communication,stakeholders of sustainable construction of residential enthusiasm is not high. The reasons for this kind of problem is: not forming the laws and regulations in the light of local conditions stipulated procedures and implementation of the sustainable construction of RASMT standards, the lack of the concept of sustainable construction information of RASMT, communication, negotiation mechanism is not sound,the lack of public participation mechanism effectively,the lack of effective incentive mechanism,the lack of sustainable construction supervision of RASMT.Through analysis and comparise the successful experience of the sustainable construction of some domestic areas in China and developed countries,there are valuable construction experiences to our country on the legal system of protection, public participation, coordination between incentive mechanism and the construction of subjects, etc.Putting forward from sustainable construction mechanism system on two aspects of government leading and developers leading, including legal policy guarantee mechanism,supervision mechanism,incentive mechanism,public participation mechanism, feedback mechanism, coordination mechanism,point out that establishing the legal system, government supervision and management, incentive, public participation, feedback and communication consultation mechanism, are the basic guarantee to the sustainable construction of residential areas of small and medium town. Expound the operation mode and describe the operation of each stage in the process of work process on the sustainable planning, sustainable design,sustainable construction, sustainable management and sustainable demolition.18 general factors that hinder the formation and development of the sustainable construction mechanisms of RASMT are identified through text analysis and questionnaire survey.4 key obstacle factors are extracted by using principal component analysis, the consciousness of sustainable construction of local government is the the primary factor, in addition, lacking the incentives to developers and other construction, lacking the legal and policy system, unclear division of responsibilities among relevant constructors and so on, are also hinder the formation and development of the sustainable construction mechanisms of RASMT. According to these major obstacle factors, put forward some counter measures and suggestions on perfecting laws, regulations and policies systems, perfecting the sustainable construction program of RASMT,attaching importance to the establishment of the communication and coordination among main systems, etc.
