Modern human society, because of population's fast increase, the constant development of production and constant concentration of industry, human asked for the wealth of the nature more and more, the offal around of trend of purchasing grows with each passing day too thereupon. Especially since the fifties of last century, mankind face the problem of population increase sharply, grain shortage, energy nervous, resource destroying and environmental pollution, etc. that causing " ecocrisis " to aggravate progressively , the economic growth rate drops, the social turbulence of some areas , all of these force the mankind to examine one's own position in the ecosystem again, and make great efforts to seek the rode of surviving and developing for a long time. In order to achieve this purpose, the mankind has carried on untiring efforts and exploration, having put forward such a series of rich inspiring and very meaningful view and thought as the sustainable development, recycle economy and ecological city,etc., for reducing the human activity impact on natural environment and consumption to the natural resources to as small as possible extent. Meanwhile, urbanization has become the inevitable requirement of our era, also the indispensable stage for the economic development of large agricultural country. It is not only surmounting in the region, but also the renewal of economic, social intension and structure. At present, our government regards "implementing urbanization strategy " as one of the contents of the Tenth Five-Year Plan, this is a strategic choice drawing on the basis of analyzing the national conditions of our country synthetically, but has met a series of main restraint and challenge from resource environment in practice of urbanization .It is obvious of our country urbanization to take mainstream of process that accords with civilized , harmonious , high-efficient town (city ) on the basis of sustainable development in the 21st century. For this reason, this treaty proposes setting up ecology and recycle town as development of future urbanization of our country, carrying on the deepening discussion of theory and method around this view. What is called ecology and recycle town, is within the range of ecosystem bearing capacity, the one that uses the system engineering principle and the recycle economy method to set up the industry circulatory system that having the mode of non-linearly, in order to have town of the environment with suitable management system, view of ecological and high-efficient industry. Its most remarkable characteristics: have the ability to charge and organize automatically, meaning order urban circulation industry's system day by day.
