As a large agricultural country, China is increasingly paying attention to modern seedindustry that itā€™s playing a major role in promoting agricultural development. The statecouncil promulgated theā€ Regulation on accelerating the development of modern crop seedindustry opinionsā€(Guo Fa[2011] NO.8) in April2011, the regulation expressly states that thecrop seed industry is a national strategic basic core industry, it is a basic to promote thelong-term development of agriculture and ensure national food security. As the worldā€™s largestagricultural country, Chinaā€™s annual seed usage is about300billion kilograms and it is thesecond largest country on seed consumption. However, the development of seed industry inChina is very disproportionate with the position of large agricultural country. The domesticseed companies are small-scale, scattered, weak, lack of competitiveness so that itā€™s difficultto cope with the impact of which the multinational seed companies enter into the domesticmarket, the domestic seed industry is in a very grim situation. Now, foreign seed companiesare occupying the domestic market, domestic seed companies are facing enormous pressure.In this case, it has very great significance to accelerate the development of modern seedindustry in order to promote the stable development of chinaā€™ agriculture and ensure nationalfood security.The first chapter introduces the purpose and significance of the topics and relatedresearch methods and ideas, trying to find the possible innovations by domestic and foreignresearch dynamic contrast; Chapter II introduces the chain of Pipeline and the meaning ofhuman resource strategy, as well as the SWOT analysis and PEST analysis; Chapter IIIthrough the development strategy and business results Qiule Seeds ā€˜s development strategy,determine Qiule Seeds has some maneuverability and can be realizedļ¼›The fourth chapterthrough the analysis of human resources supply and demand of pipeline, the human resourcesstrategy of Qiule Seedsļ¼›the fifth chapter make the human resource planning of pipelineā€™sdepartment of Qiule Seedsļ¼›the sixth chapter was evaluated by human resource planning forthe pipeline of Qiule Seeds, find out the possible problems and risks, t aiming at the problemsand risks are revised, in order to ensure the effective planning, feasibility.In the present study, the author analyzes to the companyā€™s commercial breeding systemwhich combine with the case studies about technology chain of commercial breeding systemin multinational seed industry. Finally, through the forecasting of supply and demand about human resources situation in companyā€™s commercial breeding system, the author designsscientific and reasonable human resources strategic planning which is in line with thedevelopment of companyā€™s pipline. In addition, the author refines the plan to draw up theallocation, recruitment, training and incentive plans of human resources in every departmentand to carry out evaluation and revision in various aspects of pipline related to humanresource. Through this study, the author looks forward to help Qiule seeds successfully toimplement the human resources strategy in pipline and help company to enhance corecompetitiveness, and the author also wants to provide a reference for enterprises in the sameindustry.
