China is a traditional agricultural country and agriculture occupies a very important position. Statistics shows that by the end of 2014, the available arable land area is about 20.3 million acres, about 250 million pounds of seed are used, and the market capitalization is more than 400 billion RMB. In addition, our global seed market value accounted for second, only behind the United States in the world. But the status of China’s seed industry is far behind the developed countries, variety of resistance and quality is difficult to contend with them, also the demand for some seeds still cannot meet the domestic market.As one of the most important and basic agricultural production, seeds played a key role in increasing agricultural production and income, ensuring food security and the sustainable development of our country. The development of China’s modern seed industry has important strategic significance in the national economy. 57 national seed enterprises were visited and investigated by the form of questionnaire survey. At same time, from the successful experience of seed industry in developed countries, combining with the development of China’s seed industry, the current problems of Chinese seed industry were summed up: lack of scientific and technological innovation ability, low degree of commercialization of seeds, instable of talent team, small and scattered seed enterprises, low degree of branding and the management of industry is not perfect and so on.Countermeasures for accelerating the development of modern seed industry in china are put forward in this study: On the basis of adequately exert the advantages of traditional crops, the government should strengthen the support; Strengthening the scientific and technological innovation ability; Improving the management system of seed markets; Constructing the modern production base; Speeding up the reform in the management model of enterprises; Improving after-sales service quality; Establishing the commercial breeding system.The development of China’s modern seed industry is still in the initial stage, also the development needs from the basic situation to improve the science and technology, system, talent, management, information system. But we also need to recognize that development of modern seed industry in our country is not completed more than 8000 enterprises to the international first-class enterprise, that is to say all achieve "breeding and propagation of integration". In the future, modern seed industry system in our country must be consisted of a few leading "breeding and propagation of integration" enterprises, and a large number of special type seed industry, production type, scientific research type, marketing type and local seed industry.
