| The importance of food production security and the supply of important agricultural products is clearly expressed in the Central Document No.1 in 2022 and 2023,and the 2023 document also proposes to implement the seed industry revitalization action in depth.Food security is an important foundation for all national activities,and seed industry is the cornerstone of agriculture.It is the starting point of China’s agricultural supply reform,and accelerating the cultivation and development of modern seed industry has become a strategic choice and inevitable requirement to promote the transformation and modernization of China’s agricultural industry.Improve agricultural productivity and ensure food security.In recent years,the country has paid more and more attention to the safety of seeds,and Shandong Province has also issued documents on the development of seed science and technology every year,and the innovation and development of the seed industry has received more and more attention.In order to improve the innovation capacity of the seed industry in Shandong Province,it is necessary to clarify the development status of the innovation efficiency of the seed industry in Shandong Province,find out the influencing factors and put forward countermeasures and suggestions,which is conducive to the government and enterprises taking more effective measures to improve the innovation efficiency of the seed industry.On the basis of combing the current situation of modern seed industry innovation and development in various cities in Shandong Province in 2019,this paper establishes a seed industry innovation evaluation index system,uses the three-stage DEA model to empirically analyze the seed industry innovation efficiency of 16 prefectures and cities in Shandong Province,and uses gray correlation to analyze the correlation between seed industry innovation efficiency and various influencing factors in Shandong Province,and ranks them,and the main conclusions are as follows: The innovation efficiency of the seed industry in various cities in Shandong Province is average,and a small part of the input does not have any valuable output.The scale efficiency of most cities is closer to the efficiency frontier than pure technical efficiency,indicating that most cities are inefficient in seed industry innovation due to pure technical inefficiency,and have little to do with scale efficiency.After comparing environmental factors and random interference before and after elimination,it is concluded that random interference and external environmental factors have a great impact on the innovation efficiency level of seed industry in various cities in Shandong Province,but most prefectures and cities are in a state of increasing scale return.Among them,government investment and scientific and technological investment are effective in promoting the innovation and development of seed industry in Shandong Province,while the regression coefficient of per capita GDP on the relaxation variable of the three input variables has not passed the significance test,so the impact on the innovation efficiency of seed industry is very normal.Through the grey correlation analysis,it can be seen that the level of regional economic development,government support and scientific and technological investment have a greater impact on the innovation efficiency of the seed industry.Combined with the three-stage DEA and gray correlation analysis,it can be seen that the innovation efficiency of seed industry in Shandong Province is mainly affected by government support and scientific and technological investment,so the following countermeasures and suggestions are proposed: Shandong Province should help seed industry innovation on the basis of stabilizing regional economic development,local cities should reasonably play government functions in combination with their own development conditions,strengthen guidance,relevant departments should improve seed industry policies,provide legal guarantees,and the government should take the initiative to promote the integration of breeding and promotion,integrate resources,increase investment in scientific research,and optimize resource allocation Seed enterprises and scientific research institutions strengthen the construction of talent teams and pay attention to talent training. |
