With the coming of aging society, there has been a growing concern with thisproblem in the government, scholars and all circles of the society. However, genderdifferences are often ignored in the existing insurance system. Compared with men’ssituation, in the existing insurance, coverage and benefits levels of women are quitelower, which is making the probability of older women in poverty much higher thanmen’s. With the development of China’s social security system reform, gender issues inthe field of pension insurance began to pay attention to. This paper starts from theresearch on gender blind spots exist in the mode design of the old-age insurance systemin china. In our society security policy without considering the different between menand women who employed in our companies with the payment years, pay cost salary,local worker average wage, individual account amount, the urban population average lifeexpectancy, replacement rate level, so this policy harm the interests of women pensiondistribution. Then the author suggests that it is helpful to further improve the pensioninsurance system to integrate a gender perspective in building a harmonious societyprocess. At last, this paper to explore the causes of gender issues and seek for waysendowment insurance system of gender equality.Therefore, incorporating gender perspective into the new social security system andthe design, implementation and evaluation of policy options, in order to further perfectour country’s endowment insurance system, narrow the gender differences in socialresources and the achievement to share. This article is divided into five parts: part one abrief introduction to the Pension Insurance payment incentives theoretical perspectiveand evolution. Part two through the questionnaire survey, literature analysis and actuarialanalysis to conduct correlation analysis and find the main factors affecting the pensionpayment gender differences. Part three analysis influence factors of the PensionInsurance payment in the social pooling and individual account respectively. Part four toanalyzed and calculated the pension substitution rate in gender differences. Part five onthe basis of factor analysis to put forward the pension payment of gender differences ofurban enterprises and policy recommendations.
